If I'm wrong, and this was never the plan, then I would expect the source that gave it to Reuters to be fired. Since you know, lying about what the President is going to do, in a way that actively harms your campaign, is the kinda shit people get fired over.

I have my doubts. I'm pretty sure the disavowal is in response to all reasonable people reading that and going "are you fucking BONKERS" and or "eat shit you morally bankrupt cowards."
