piggu ignoring legitimate threats is entirely normal. i wouldn't be surprised if the local piggu were busy canvassing the parking lot for cars with expired tags they could write tickets for, and that their encrypted radio traffic before the shooting was mostly two minutes of all the involved agencies asking each other if it's one of their guys.
