Although, there are some registrars where .com domains are $10 USD a year and DNS doesn't have arbitrary restrictions.

Unfortunately adding your own nameserver is nonfree for all registrars, as doing so requires execution of proprietary JavaScript, although I'd love to be proved wrong.
