That's the thing, I'm thinking it would not be a policy change. I am thinking it would be an attack involving payment terminals no longer being able to authenticate transactions. Especially EBT.

Maybe it is something they could fix in the short term... Or maybe a slightly more elaborate attack would push it offline beyond a week. It all depends.
