It's only really designed for image manipulation, but still manages to be better than photoshop at may things, although if you combine it with Krita and Inkscape, you have a free photoshop replacement.

I'm not sure what those plugins are meant to offer that isn't now built in.
Those plugins are all free software, so you can port them to the latest version if you want them and offer them to everyone.

I don't care if it's 10 times harder to do it with free software - I'll anything for freedom - but in most cases doing things with free software is a breeze compared to proprietary degeneracy.
