There's always a couple people like this every year (usually the same ones), and it makes me want to tear my hair out.

There is nothing wrong with the password resets. They worked fine for everyone else I did one for.

So why can't this person just log in, make a new password, and be done with it? What part of this is difficult?

I don't even comprehend what he is doing to have issues. 🐢 says it's probably password autofill. I dunno. 🤷♀️
