I guess the group I'm specifically discussing here is the ones who think reading is for nerds and have no interest in learning or education and the developmentally challenged people who don't benefit at all from the extra attention. It's not going to change their lives in any measurable way.
Seeing the budget expanded year after year to bring up the bottom 5-10% instead of creating opportunities for people who have the potential to make a real difference and could is a waste of resources.
Too many people I grew up with developed a bad taste for the education system that kept them from pursuing a serious goal in life. People who could have been community leaders if they were motivated and encouraged properly.
