I can appreciate there are differences in how home/business ISP markets are organised or regulated in other countries. I have read that in Canada / USA there can be de facto geographical monopolies or limited choice from the history of telecoms companies plus mergers / acquisitions?

Here in the UK back in 2012 I asked my otherwise decent ISP for any timescales on IPv6 roll out and they were unable to commit; I cited it when migrating away, and have had dual-stack ever since.
