@BowsacNoodle @sickburnbro that law is still on the books but now there is a sizable portion of drivers who are not licensed, do not speak English and are probably illegals who will stop for nothing due to having no insurance. Especially in Oakland, where between blacks and mexicans I'd say the majority fit into this category
