All it really is people trying to keep up.

That block looks like 1/4 mile.

As a pedestrian, who has admittedly been hit by a car, we know the cost of using the lights. If you're halfway down that block, it's 1/8th of a mile, wait for the light, another 1/8th of a mile. The temptation to jaywalk is strong.

What we have here is a DRIVER, unaccustomed to pedestrian life.

He was trying to save a little time.
