Phil in SF@tito_swineflu the music modernization act created a compulsory license scheme for streaming services. they don't have to ask. they just have to pay the fees to a non profit that will distribute the royalties. I'm sure there's a lot more nuance than that, but that's what i remember from the news at the time.
