In any case this wasn't about banning tiktok it's about commandeering it. The idea was to force bytedance to divest so that a US/ Israel friendly entity could enforce speech restrictions & narrative control. If that doesn't ultimately happen it will be replaced by a drop in controlled copy to fill the void.
