Most of the time, yes, but there ARE statistical outliers who really are the best candidate for the position. The problem is that people see the gross mis-hiring, experience often the incompetence of members of marginalized groups, and assume that ALL of them are promoted above their merit, because negative experiences stand out more in our minds than positive ones, for evolutionary reasons.
