@All_bonesJones my gut feeling tells me that it is incompetence. Pokemon characters have long been "generated", i.e. made using a character creator and worse - let RNG control said character creator inputs. They tried to "expand" the base of character creator to get more body types but those models don't exactly match the previous art style so it ends up clashing and looking ugly.

It's an equivalent of importing custom body into Sims 3 but still using original stock heads.
