CJ Bellwetherthe animal welfare bill was hijacked because it allowed MPs to talk at length about animals and be silly for a long time, rather than the more thorny option of doing the same during an anti-trans bill. It provided plausible deniability cover in a lead up to an election for politicians in all parties.
