Not officially, the Lists feature is kind of underdeveloped.

I guess easiest way at the moment would be to just write a text file list of people's Fedi addresses (the bit underneath your name on your profile, looks like @ user @ server), and then share that document by your favourite method.

If you use some kind of online document editing service, you can share the link to the document and update the document as new people are added to the list.
