In practice, voters don't have any leverage over the parties at all and especially the Democrats are essentially beholden to whatever party bosses say whether or not it's anything the voters actually want. GOP individual voters *do* have some leverage and that's how Trump 2016 happened, by exploiting the resentments of the Gamergate and Ron Paul 2012 crowds to clinch the nomination and then run against the most poorly considered candidate in recent memory to win the general election.
