The version of the recipe I use calls for 1 cup of white rice if you tend to use that instead of brown rice like me, and I don't use scallions. Follow your rice packaging's directions for cooking that part.
(The Haio gochujang I get from my local H-mart doesn't have soy in it, fwiw)
