This would count towards a bachelor's later if the student transferred. There are also "junior colleges" which used to be like community colleges but have trended towards more comprehensive educational offerings. Colleges, informally, offer bachelor's degrees and maybe a few postgraduate programs. Universities tend to offer more programs.
