If you care about the worker and his wages then you would limit immigration, in fact... you'd probably stop immigration. Only when there are few workers to labour can the worker hold the power to negotiate a better wage and corporations will be forced to train and give better incentives to work.

The aftermath of the Black Death is the greatest example where this became true for the peasants in the fields. Lords would even poach from each other to offer better pay and conditions. Peasants would escape for better conditions.
