yes, shariah law applies for muslims in malaysia. not sure if they enforce this specific one, but they certainly enforce some like premarital intercourse

not here. I am not quite sure how it works legally speaking, but in practice its legal for the government to discriminate against you based on race or religion, and they do in fact do that to benefit malays and indigenous people (bumiputera)
