Japanese is a hard language to learn, and there's not a lot of competition in that market. Translators who gain notable skill at Japanese usually translate legal documents because it is much more lucrative. This leaves the gaming/anime industries with the dregs. If they started blackballing translators like you're suggesting, they'd just wind up with no translators.
Until recently, this problem couldn't be solved. Now it can be, and it's being solved.
