Yeah really the only thing regulation would really do is possibly put SOME accountability on SOME people - but obviously people will work on the outskirts of the law anyways. We have legal weed basically across almost all of America, but most people probably still buy it from a dealer illegally. I imagine the same applies for paying for sex. You probably wouldn't want to pay someone who puts you in a ledger of clients lol.
