Civilian casualties doesn't always mean that civilians were the target. Belgorod is right near the border, it's in the range of long range munitions, but could said munitions be shot down over residential ares by anti-ballistic defenses by mistake? Yeah, they could — that's a plausible theory. And that is exactly what Ukraine claims it was by the way. Ukraine's officials have a pretty good track record as information source, Russian officials don't — see, doesn't take a lot of mental gymnastics. Demanding surgical precision from the party that is being attacked like that every day — now that would involve some.

Right now I have reasons to not trust even the casualty count TBH — because I never trust Russian official sources. Were independent journalists, including those from foreign information agencies still be allowed to operate, that wouldn't be a problem. Luckily, I have my own sources in Belgorod — timing isn't the best, but it won't be hard to check if it's more or less close to reality, but until then, I still have my doubts.
The fact that there were civilian casualties — I don't doubt that, neither Ukraine denies it, but the intent — that has to be investigated. Remember certain flight MH17 when versions started popping up by dozens from the Russian side: from Ukrainian jet to US satellite to ground SAM system (but the one that didn't belong to Russia) to fucking martians. I think that is what we are going to see in the coming days, place your bets.
