The one who just tolerates it, of course!
That guy can be influenced, and I can incrementally improve my options by selecting better and better people until I get the person who absolutely doesn't tolerate genocide. Sitting the election out, or putting other people off voting for the lesser of two evils, is what keeps getting us the worse option, and offering us increasingly worse alternatives.
We should stop doing that, maybe.
