It clearly laid out the case that the war so far is indeed collective punishment, and rather than eliminating Hamas it is strengthening them. And the Council on Foreign Relations that has published that magazine for nearly 100 years is NOT some touchy-feely progressive group. In almost any administration, about 40% are CFR members.
