Loving thy enemies has to do with doing something that is easy vs something that is hard.
Sinners can do good things because it's expected of everyone to do "good things" it doesn't mean anything.
Loving thy enemies means something that you have a natural impulse to resist doing. If an enemy (or even a random stranger you don't know) really needed help would you help? Most people would say no but helping someone when they need it the most could be a life changing event for them.
A common retort would be they don't deserve it. Sure, but Jesus died to save a lot of people who don't deserve it and hated Him. :back_from_gab:
