In your Screenshot itself is explained that this phrase is in the context of an election and used to draw the attention to one's race. It is used by white peoples to discretize votes by black people. So in the context of that specific quoted situation it is racism because that phrase is then used to suppress black. So for this to apply to today's situation, it must first be determined whether the phrase is also used here for suppression too. It hardly depends on the context on if i should interpret this callout as racism or not.
If that angry callout is justified, and Ro framed someone for racism even tho it had nothing to do with racism, then its fine.
If that angry callout is wrong, and Ro pointed out racism, then that angry callout itself is racism.
