@Tjunta @jeremiah @olmitch This is a deliberate tactic because it's a perverse incentive. Although the successful areas will do both by building a new school and rehabbing the old one. Things like "asbestos concerns" make the costs for refurbishment 10x higher than they ought to be. Like just wear a respirator and vacuum it out; people act like looking at asbestos is a death sentence despite most non smokers never having issues with it.
