Western doctrine has overemphasized them because they're not actually serious about warfighting but instead over intraservice rivalries, just like the fighter/carrier jocks have largely prevailed over submarines. Soviet doctrine has known for a long time that artillery is king, and that it's better to attack from above than front on. Even before the era of guided ATGMs, artillery could crush tank formations as long as they had targeting info.
