This is an empirical question that you insist on treating as answerable a priori. It's just not. You assume that the one true function of cars is to move their owners and their goods around but this is empirically wrong. Cars have economic and expressive functions for some people that they cannot fulfill if they're unfashionable. What makes you qualified to determine how everyone should use their car?
