    Requiring Twitter to police its users' conduct also requires it to hire an army of moderators - something that Elon Musk might be able to afford, but community-supported, small federated servers couldn't. A tech regulation can easily become a barrier to entry, blocking better competitors who might replace the company whose conduct spurred the regulation in the first place.
