Check out the affirmative action cases, which abolished race-based admissions in universities both public and private. So I guess that might qualify as institutional support to you more than 2A. That said, I take 2A more seriously than abolishing affirmative action because implementing 2A makes my people less helpless. Being able to kill makes one able to implement any policy.
