If we're going to assume it's related to his proclivities, I think that's the only one that's eligible for a misdemeanor in this state, like I think someone that pulls his dick out at a school gets a felony, CP is a felony.
If it was LA, some people get 90 days, they report to custody on a Friday evening, they're usually out by the end of the shift if it's something minor like a first offense DUI. Part of it is overcrowding, but I've talked to the guards and it seems like "I didn't wanna process all these people, the last shift was supposed to do this, give them their papers and send them home" is more common than you'd expect.
