the stuff that object is made of can still decay, the question is whether or not you can measure it, not if it happens. Also a single object in it's own universe with no velocity is not at all comparable to our universe which is not static, constantly expanding, and as a result all objects are moving as they fall through space in orbit with common centers of mass
