And while several  countries have played key roles in the development of solar, a recurring theme in  this story is the volatility of each country’s interest in solar. R&amp;D funding is the  most direct representation of that changing prioritization. One can see this volatility clearly in PV R&amp;D funding in the US (Nemet and Kammen, 2007). This  R&amp;D volatility is not unique to PV, it has affected energy overall (Schuelke-Leech,  2014). Recurring waves of investment and disinvestment have passed. For many  years Japan was held as a model, espousing the opposite of US R&amp;D volatility.  Indeed, its funding was quite stable from 1980 to 2004. But over the complete  time horizon even Japan was challenged by unstable funding.</a></label><br><a href="https://files.mastodon.social/media_attachments/files/111/044/297/164/868/731/original/2e435e2b4db6dc98.png" rel="external">https://files.mastodon.social/media_attachments/files/111/044/297/164/868/731/original/2e435e2b4db6dc98.png</a></li><li><label><a rel="external" href="https://gnusocial.jp/attachment/1511132">An additional attribute of the niche-serving path was that these niche opportunities  were almost entirely independent of public policies directed at solar itself. To be  sure, governments played a role in running the space program, in subsidizing off-  shore oil exploration, and in supporting the consumer electronics industry. But  these government activities were not designed with solar in mind. This independence from policy was a further benefit of niche markets because policy volatility  has been such a central aspect of energy policymaking (Nemet et al., 2014). Niches  made solar less dependent on policy. Policymakers were essential to solar’s eventual  success in becoming economically competitive, but a key aspect of its success was  solar’s ability to survive and grow during the interludes when public interest in  solar was low. For example, the existence of niche applications in consumer electronics allowed the PV industry to survive even when policy support was weak  after energy prices fell in 1985 and stayed low for two decades.</a></label><br><a href="https://files.mastodon.social/media_attachments/files/111/044/303/874/806/022/original/f63a4a27b1d2fbd7.png" rel="external">https://files.mastodon.social/media_attachments/files/111/044/303/874/806/022/original/f63a4a27b1d2fbd7.png</a></li><li><label><a rel="external" href="https://gnusocial.jp/attachment/1511133">This book focuses on the international linkages that are not evident in trade statistics or other data that could be included in regression analyses. The reason for  this focus is that so much of the know-how that spread from one place to another  resided in people’s heads as tacit knowledge (Alic, 2008). Over the decades of  solar’s evolution, people were almost constantly moving around, visiting other  countries, attending conferences, all of which facilitated exchange of knowledge,  sometimes intentionally and often serendipitously.</a></label><br><a href="https://files.mastodon.social/media_attachments/files/111/044/429/082/565/368/original/8f7102352f3bb4f8.png" rel="external">https://files.mastodon.social/media_attachments/files/111/044/429/082/565/368/original/8f7102352f3bb4f8.png</a></li></ol></footer></blockquote>
