    Das ist EU-Recht, die sogenannten "Maastricht-Kriterien" von 1992 (Maastricht-Vertrag, Konvergenzkriterien, stark gepusht von der damaligen Bundesregierung).

    Die Bertelsmann Stiftung wollte das 2012 mal weiterentwickeln, weiß aber nicht, was draus geworden ist.
