There's no need for any technical means to prevent proprietary software developers from making direct derivative works of a GPLv2 work - you just get the agreement of a number of relevant copyright holders and call up the Software Freedom Conservacy and tell them it's finally time to sue Nvidia for making a derivative work of your GPLv2'd work and not providing the complete source code under a compatible license.
Nothing would be better than an court order against Nvidia and all other criminal companies requiring the specific performance of the release of all relevant proprietary software as free software.
But of course, those Linux developers have stated that they won't go to court and thus have encouraged copyright infringement and the only enforcement that seems to be done is stating that the license is apparently GPLv2-only and not GPLv2-or-later.
