It's not just that, if you manage to get the war to happen in your enemy's territory and not in yours, all force is massively amplified. Even if you have a dozen guys you can still derail the trains, poison the reservoirs, thermite the bridges, or simply shoot holes in the transformer coolers at power substations.

If you have an army then you can obviously do a lot more.
