I'm guessing that you can't just pay the UK VAT at 20% which maybe better than the standard Portugal rate of 23%(?). I can understand Portugal wanting to charge VAT on import if purchased VAT free somewhere, but I'm a bit perplexed why they are able to charge for it again... Double tax.... Or maybe you're referring to import duty....
