The US penal system was originally designed to rehabilitate, including training people for jobs and trades on the outside. It slowly degraded into primarily a detention / incapacitation system starting after the Civil War, because some people proved incapable of rehabilitation, and equal protection required that everyone be treated the same. The civil rights movement only further moved the needle away from rehabilitation for the same reasons.
