Panel 1: someone holds a sign reading "defund the police" while a second person hollers, "defund the police!? how is he suppose to carry all that!?!" while gesturing to an overloaded cop carrying huge boulders labeled with all social ills, including homelessness, domestic violence, school security, theft, drug possession, etc., along with one labeled "keep with peace."
