Panel 1: someone holds a sign reading "defund the police" while a second person hollers, "defund the police!? how is he suppose to carry all that!?!" while gesturing to an overloaded cop carrying huge boulders labeled with all social ills, including homelessness, domestic violence, school security, theft, drug possession, etc., along with one labeled "keep with peace." Panel 2: the sign holder now says "he's not" and the other person is startled to see the load of boulders being rolled off by new people into separate structures with signs reading "education, job placement, mental health services, drug treatment programs, affordable housing," etc., while the cop now only carries the boulder labeled "keep the peace."
