The kernel, Linux is mostly irrelevant, as the steam deck runs the systemd OS, although you can call it systemd/Linux.

The version of Linux Android uses and the versions typically used on systemd/Linux are the same - Android just tends to use really outdated versions with more proprietary drivers grafted on.
As for GNU/Linux, too many users refer to GNU as "Linux", while at the same time not referring to Android as "Linux".
