Currently, misskey.io has an ML model bot that automatically marks content as "NSFW" so it complies with Japanese law, but that is probably a recent development . It is possible that SPC user's content were making its way onto misskey.io users accounts, and was not marked with the ActivityPub "content warning" flag, and SPC was blocked out of an abundance of caution.
