However, the math doesn't seem that hard: if you have long lines, maybe more voting places for the same population would solve the problem? Those places don't have very specific requirementes and only need to be dedicated to voting once in a while, so I don't think the availability of possible spaces should be a big problem. So yeah, it does seem intentional.
