The software that implements the Vivaldi GUI is proprietary and the EULA as linked above is the license that applies to that software.

Although chromium has a lot of files that are free software, there are many files with unclear license terms, so I cannot say that chromium is free software.

Vivaldi is therefore certainly proprietary and you need to use a free browser instead for your freedoms sake.
