There are such illegal shops in Toronto and Vancouver, according to the news report. No one knows who the owners are are where the money is coming from. Customers are aware that it's illegal, but happy to go in and buy some, as long as their faces aren't shown as they gush about it. Police are said to be monitoring the situation.
My question is: why aren't the people selling being arrested for drug trafficking and possession with intent to sell? If it's illegal to sell on a street corner, surely it's also illegal to sell in a store?
