The plan was always to be lax on underwriting, and to crash the market and/or forgive the loans (since they're government owned, the 5th amendment prohibition on the taking of property would no prohibit forgiveness, unlike a privately owned loan).

There's really not much of a difference between lending and forgiveness and a direct payor system.
