     Obama purposely federalized loans with the dual goal of eliminating the private student debt market and controlling university curriculum by controlling the money.

     Yup. And his party outlawed private institutional loans. Loans from family are still allowed.
     
     The plan was always to be lax on underwriting, and to crash the market and/or forgive the loans (since they're government owned, the 5th amendment prohibition on the taking of property would no prohibit forgiveness, unlike a privately owned loan).
     
     There's really not much of a difference between lending and forgiveness and a direct payor system.
